Priority 5:  Effective and Efficient Operation

 

Goal 5.1

Components of the education system aligned to achieve high performance

*        Develop and promote a common vision for the district.

*      Establish a task force of representative school and community stakeholders to examine, develop, and refine a “common vision” for the system.

 

*        Ensure that resources are appropriately placed to support district’s stated objectives.

*      Develop an objective process to allocate resources for instruction and operations.

*      Conduct training sessions for school level administrators to ensure understanding of the allocation process.

 

Goal 5.2

Decision making authority and control at the most appropriate level closest to the classroom

*        Maximize opportunities for teachers to provide leadership at the school level while adhering to local school system policies, North Carolina public school law, and federal statutes.

*      Promote leadership training opportunities for school-level staff.

*      Support site visits to schools that practice exemplary site-based management models.

*      Incorporate site-based training into the proposed principal seminar program with the superintendent.

 

*        Establish a clear definition of which funding decisions should be made at the school level and which should be made at the district level.

*      Conduct school-level staff development sessions on the budgeting and funding process.

*      Ensure that district procedures are annually updated and included in the Administrative Manual for review during the summer retreat.

 

*        Develop and promote a clear understanding of school governance in relationship to local school board policies, and to state and federal statutes.

*      Conduct yearly training sessions for administrators and staff members to determine how school governance and site-based decision-making are aligned with federal and state statutes and school board policy.

*      Conduct information sharing sessions with parent groups each year to explain the relationship between school governance and federal and state law.

 

 

Goal 5.3

Informational and accountability systems capable of reporting strategic and operational results

*        Develop a comprehensive reporting system equipped with appropriate human and technological resources.

*      Establish a calendar of school district reports.

 

*        Communicate clearly the strategic and operational results to public.

*      Disseminate information that is accurate, timely, and easy to understand.

*      Conduct periodic sampling to ensure that disseminated information is understood.

 

*        Integrate individual school governance initiatives with the reporting and accountability system of the district.

*      Enhance system of communications contacts at each school.

*      Continue to pursue and provide state-of-the-art technology solutions that address efficient and effective operations.

 

Goal 5.4

A funding system that provides adequate and aligned financial and personnel resources to maximize educational achievement

*        Establish a list of priorities for a specified time period, incorporating a yearly review process.

*      Examine the current Capital Improvement Plan (CIP) process to determine its appropriateness.

*      Develop an easily understood system for communicating the CIP process to various publics.

 

*        Institutionalize the importance of accountability in all department and district programs.

*      Communicate to all school personnel the district’s emphasis on accountability in all district programs and practices.

 

*        Promote community involvement in district initiatives and the funding process.

*      Develop outreach strategies aimed at citizens who do not have children in our schools to explain school initiatives and the funding process.

*      Foster a district attitude of support and appreciation for all citizens.
