It is the policy of the Orange County Schools to encourage students to utilize the freedom of the press as part of and in support of the instructional program.  The utilization of this privilege is to conform to all rules and regulations that may be designed to guide any such student publications.  Any student publication is to be used as a learning tool for students as part of the overall instructional program, to publish their work, express their opinions and to serve as a communication tool of the school.
